The City of Trenton is requesting proposals to perform a feasibility and market demand study for the creation of a Cyberdistrict in Trenton. Completion of this study will result in an implementation-ready plan for the creation of a cyberdistrict including the design of a marketing strategy to promote and implement the cyberdistrict Plan.
The City of Trenton has established an expert board of professionals interested in the creation of a Cyberdistrict within Trenton. The management consultant will be expected to give updates and findings presentation to this panel.
The feasibility study will focus on two broad areas:
Trenton is interested in an examination of two areas to determine suitability of locating a Cyberdistrict; the downtown area and the Roebling area (see attached map).
Dependent upon the results of the feasibility study, consultant will provide recommendations for implementation of the Cyberdistrict concept, including the identification of the most promising building(s) to begin renovation and promotional work for recruiting real estate developers and high-technology businesses.
Consultant will analyze the feasibility of creating a cyberdistrict in both the Roebling and the Downtown proposed nodes, provide an analysis of costs, benefits, liabilities, and timeframes for each node, and develop a recommendation as prioritization and phasing of development.
Consultant will be required to identify what information and technology infrastructure services the market demands now and in the future. The management consultant will be required to complete an inventory of the existing infrastructure, including the identification infrastructure gaps and requirements for additional infrastructure development or support. This consultant must become familiar with Trenton and planned public works projects that present opportunities and potential for cost savings for expansion of the cyberdistrict infrastructure.

The Consultant will also identify the type of security the buildings must employ. Finally, the Systems Engineer will define the necessary infrastructure and services needed for system redundancies such as back-up power generation, overlapping power grids, FDDI (fiber), sonet rings, wireless access, copper phone lines and so forth.

The marketing plan will provide the required tools for the development and implementation of the recruitment strategy. which results from the feasibility analysis and market demand study.

The marketing plan will include research of what marketing techniques have been successful in other cyberdistrict efforts.
The plan will also contain a prototype marketing plan for how to attract e-businesses to Trenton, consisting of a state-of-the art, targeted, multi-media presentation with a focus on providing relevant information.
Part of the task of the marketing firm will be to evaluate which mechanisms will be most effective. The package will define the Trenton cyberdistrict concept, present a "hook" or incentive package targeted to e-businesses, and provide technical information relevant to e-businesses. Critical information will likely include the capacity of existing infrastructure, ease of upgrading facilities, availability of venture capital funds, incentives available to companies locating in the district, and a message about the sense of e-community and quality of life in Trenton and its surrounding region.
